VA computer goes missing with DC info

A number of doctors across the country recently received a letter from the Department of Veterans Affairs about possible fraud and the potential for identity theft. 

Talking from experience, I am one of those Chiropractors.

The letter, sent by VISN 7 Network Director Lawrence Biro, warning doctors that a computer hard drive has gone missing in Birmingham, Ala.  This hard drive contained a file, obtained from the Centers for Medicare and Medicaid, which listed personal information of doctors — such as the Unique Physician Identification Number (UPIN), date of birth, state license numbers, business addresses, and employer identification numbers (EIN).

The apparent theft raises the possibility of identity theft. Doctors who received the letter are advised to take the steps recommended by the VA.

I did call the Department of Veterans Affairs and they confirmed that the email about this stolen computer information is legitimate.  They suggested I contact the FTC, who further suggested that I contact Equifax, one of the major Credit Reporting agencies to put a Fraud Alert on my account.  The correct number for calling Equifax is – 800-525-6285.

Anti-chiropractic bill introduced into House

The US House of Representatives has pass bill H.R. 2260, that would discredit nonmedical professionals has been introduced into the House.

Titled “Health Care Truth and Transparency Act of 2007,” the bill would “prohibit misleading and deceptive advertising or representation in the provision of health care services, and to require the identification of the license of certain health care providers.”

The bill, introduced by Rep. John Sullivan (R-OK), states “It shall be unlawful for any person who is a licensed healthcare service provider but who is not a medical doctor or doctor of osteopathic medicine to make any deceptive or misleading statement, or engage in any deceptive or misleading act, that deceives or misleads the public or a prospective or current patient that such person is a medical doctor or doctor of osteopathic medicine or has the same or equivalent education, skills, or training.”

The bill was introduced May 10 of this year and has been referred to the House Committee on Energy and Commerce.

In a statement, the American Chiropractic Association (ACA), through its attorney, Tom Daley, said the bill is a redundancy of legislation, since consumers are protected by a myriad of other laws. “This provision is so broadly written that it could have a ‘chilling effect’ on the communication of accurate educational and training comparisons between medical and non-medical providers,” the statement read.

CMS: Mandatory NPI use for some starts July 1

Medicare will begin rejecting claims from fee-for-service contractors without an NPI (National Provider Identifier) as early as July 1, 2007. This rule goes into effect May 23.

Earlier this year, Medicare said it was delaying mandatory use of NPI for as long as a year.

The revised directive from Medicare says providers should obtain their NPI now. They can apply on line at https://nppes.cms.hhs.gov/ on the Centers for Medicare and Medicaid Services’ (CMS) Web site. Furthermore, they should also make sure their billing staffs begin to include the NPI on claims as soon as possible.

The 1996 Health Insurance Portability and Accountability Act (HIPAA) required each physician, supplier, and other healthcare providers conducting HIPAA standard electronic transactions to be issued a unique NPI. CMS began to issue NPIs May 23, 2005, and to date has been allowing transactions adopted under HIPAA to be submitted with a variety of identifiers.

After May 23, 2008, legacy numbers will not be permitted on any inbound or outbound transactions.

Normal Cervical Spine Range of Motion in Children

A study in the May 1, 2007 issue of the journal Spine, measured active cervical spine range of motion (ROM) in children ages 3-12 years using 2 methodologies: (1) a cervical spine ROM instrument, and (2) a digital videography based technique.  The goal of the study was to determine the active cervical spine ROM, as defined by flexion/extension, lateral bending, and horizontal rotation, for children ages 3-12 years.

According to the conclusion, this study contributes valuable normative data for pediatric cervical spine ROM in children that can be used as a clinical reference and for biomechanical applications. In children 3 to 12 years of age, both flexion and rotation increased slightly with age. Of interest, there were no differences in ROM with gender, which contradicts adult literature where females have been shown to have more cervical spine ROM than males.

Occupational and Genetic Risk Factors Associated With Intervertebral Disc Disease

A study to evaluate the interaction between known genetic risk factors and whole-body vibration for symptomatic intervertebral disc disease (IDD) in an occupational sample, was published in the May 1, 2007 issue of the journal Spine.

Risk factors of IDD include, among others, whole-body vibration and heredity. In this study, the importance of a set of known genetic risk factors and whole-body vibration was evaluated in an occupational sample of train engineers and sedentary controls.

The results of the study suggest that whole-body vibration is a risk factor for symptomatic IDD. Moreover, whole-body vibration had an additive effect with genetic risk factors increasing the likelihood of belonging to the IDD-phenotype group.
